Default RCA CTC169CF5 power problem

I did some research and don't see where this chassis had the tuner
solder problems as others. The set was intermittent on powering up and
now won't power up. A previous post on this particular set was
stretched width and no adjustment control, and this could lead to more
problems if not corrected. I assume this is the "more" problems. Are
these symptoms likely an eeprom fault? I tried accessing the service
menu, but the codes I tried wouldn't work. Any help much appreciated.
