We can't seem to display the menu screen with either the front panel
button or the remote. Does this sound like anything common on this set?

Have schematic? Look for a missing 60Hz ac line clock signal to the
micro/system control or a missing h-sync or v-sync.

Nah, control the 5V supply to uP and TXT circuits

I would have assumed that Lenny would already have checked the basics,
like clean Vcc to the system control (note there is no separate text
circuit in 99% of modern tv sets, all in the micro or jungle ic or
combo micro/jungle ic), and looked at the clock and data lines on the
eeprom to make sure those are at least clean.
