Default JVC T.V. trouble!

AV-27220 Chassis # A67, dead, plug in, B+
comes up to 130 vdc, drops right back to 90 vdc.
All the secondary standy voltages drop down to a lower
value. Changed vertical IC, & caps, as it's very common,
& the IC had low resistance on two pins. Found IC 651
had low resistance from ground, at pins # 24, 35, & 19.
Replaced IC, same thing, now getting 10 ohms at pin one
to ground. It's like someone possibly put a dc voltage to
the rear audio/video inputs. Anyone have a schematic, or
see this before. Rono.
