Ontario hydro Belleville area used one 10 yrs ago at my home, maybe a tech can
tell you.

Dave,
your utility or power company is doing this already for you, anyway the
college I graduated from (www.teiher.gr) has a dedicated device for the
surveillance of the quality of electricity, yes it records on paper but it
must be very expensive and we have only one.

Sorry for the slow reply. The instrument you are thinking of records voltage
to a scrolling paper chart and is a Megger Power Ranger, there is no model
number.
They are as you describe and were used about 10yrs ago. I also have some
three phase versions.
