Default Fence Alignment Changes when moved

I have a General 50-220 that I just assembled. After checking alignment
of mitre to blade (within .003from both mitre slots) , I checked the
General T fence. Was heeled in about .020 so I adjusted to .003 heel
out. Now for the problem. The intitial adjustment was made from about a
foot right of the blade.The more I move the fence towards the blade
(left) the more the heel out becomes. When I have the fence one inch
from the blade the heel out becomes .010. Something must be twisted,
most likely the box rail or hanger. Any suggestions?

Clean fence contact points, clean and check the rail for truth. Tom
