Default floor joists resting on?

Hi,

in an earlier thread, Bob Mannix added:

Mys question is - what do I use for the pads that the joists rest on?
It needs to be 14mm.

I think that's a fairly expansive view of earlier! I can barely remember it.
My builders just used off-cuts of plywood (AFAICR!).
