Default Kitchen installation, electrics query - certification....

Following the installation of a new kitchen & aplliances,
replacement cooker cable, new lighting, switches, sockets etc etc
a friend is being told by the "fitter" that no certification is
required as the electrical works are "minor"..

What chapter & verse(s) should they be using to ensure the
required paperwork is forthcoming? And what would be the correct
paperwork?

If the "fitter" is unable to supply appropriate paperwork, what
avenues are available to the householder to correct the
situation? (Excepting the "deny all knowledge when selling up"
option)
