Misjudging things is nothing to do with making a decision on what's
dangerous to drive through.

Yes it is it's risk assessment even pedestrians do this when running across the road, kids are especially bad at this. Most drivers drive too close to the car in front otherwise on average that is.
Humans also look ahead to the car ahead of the one immediately in front of them see if they can see the brake lights on or any other indication that they may need to take action.
