It isn't better than varnish, or perhaps you have a specific type in
mind which I haven't encountered.

Correct. It still has two distinct forms, thought. One as the "bulk"
rubber which is rubbery. The other as the emulsion of finely divided
particles in water, in which form it looks and behaves rather like PVA,
except that it is *much* better in applications like mortar mixes.

Still can't say I would fancy using it as a varnish, though.
