I'd call them "abandoned before commissioning" rather than "unfinished".

Let's put these ten in perspective:

www.euronuclear.org
Nuclear Energy Around the World.

"As of April 2017, 30 countries worldwide are operating 449 nuclear
reactors for electricity generation and 60 new nuclear plants are under
construction in 15 countries. Nuclear power plants provided 11 percent
of the world's electricity production in 2014."

AND they tell a very biassed story .At least one of the US plants was
never opened because the state refused a license for it after saying
they would issue it. That was because local 'environmentalists' raised a
**** storm.

If you tell a lie big enough and keep repeating it, people will
eventually come to believe it. The lie can be maintained only for such
time as the State can shield the people from the political, economic
and/or military consequences of the lie. It thus becomes vitally
important for the State to use all of its powers to repress dissent, for
the truth is the mortal enemy of the lie, and thus by extension, the
truth is the greatest enemy of the State.

Indeed. The whole piece is pretty loaded.
