Default Portable air con troubleshooting

I have one of these,

Is anyone familiar with the workings of these things.

It's been on heat mode all winter, put it on cool and it still blows out
warm air.

Is there likely to be a stuck flap or something?

There should be a valve somewhere to reverse the route of the
refrigerant circuit somewhere. Might be mechanical or electrical
according to how you select heating and cooling mode. Doing much more
than seeing if it is stuck, it will be a job for an expert with
de-gassing and refilling equipment.
