Default Permissible inconvenience while council upgrades bathroom

The local council have approved a grant to upgrade my mother's bathroom.
She is infirm and needs to have her bath replaced by a walk-in shower. She
owns the house.

I have been told she will have a working toilet at the end of every day.
However I was also told that for the whole of the 2 week duration of the
works, there will NOT be any bath or shower facilities.

The night before the works are due to start, I looked throught the
"Specification Of Works" in detail and saw that it says:

It is the responsibility of the contractor to ensure the
following key facilities are maintained and operational
for the occupiers use during the contract period:

(a) Accessible toilet and bathing facilities;
(b) The use of a sink for washing purposes and drinking water;
(c) etc.

Isn't this saying that there should be a shower or bath available to the
occupiers?
