Default security light

Just taken delivery of one of these

http://www.ebay.co.uk/itm/3008913126...84.m1439.l2649

It was supplied with a foot of 3 core flex, which wasn't long enough for
my purposes, so I decided to fit a longer one. On taking the back off I
found not only wires joined together with tape, but the earth lead was
attached to one of the alloy screws going into a plastic part of the
assembly.
Am I right in thinking this doesn't comply with UK regs? They seem to
have sold thousands of these things.
Thanks for any advice
