Default Data logger on a residential pavement control valve

Why would a water company put such an item in the hole housing the company
valve.
No pavement dug up so presumably mounted on existing valve stem so
monitoring what ?

Usage pattern throughout the day?

I guess if there's a constant background flow (e.g. all night),
that would be a good indication of a leak.

A leak is constant noise , hiss if nearby, lowering to quieter and more of a
rumble when more distant from monitor point. A bit of steel rod with a
wooden drawer handle stuck on the end is all required for a leak monitor. A
skilled person to give an accurate estimate of the distance from monitor
point but no skill required for basic leak/ no leak determination.
