Default Boiler and stack vents - can I use tile vents?

Hi, just trying to see what options I have for the boiler and stack
vents. I know proper clay tile vents are costly etc. but they are less
unsightly and these would be on a first floor extension pitched roof,
so quite visible.

Can I use them for the boiler (condensing) and stack vent?
How far above the toilet does the vent pipe have to be?
