Default Wallstar earth bonding

My sparkys queried whether a wallstar oil boiler requires equipotential
bonding outside, considering the copper supply pipe from the tank connected
to the non-return valve / fire valve then connects to a clear plastic hose
before it goes to the pump/burner etc. The fire valve is held in place with
a clamp connected to the boiler case, which I guess is also connected to a
part of the case which is inside the home - so does it need cross-bonding
outside???
