Default PP for new windows?

Was watching that daytime House Auction prog this
week and one of the winning bidders stated that he had
trouble with the neighbours over his refurb.

He complained that he was dobbed in to the council
because he didn't have PP for his replacement windows,
a new requirement from Jan 1st (of whichever year it
was filmed).

Did he actually mean this. Is PP really now required for
new windows, or was he talking about the Building Regs
(which aren't that new and ages the program somewhat).

Default PP for new windows?

Replacement windows can be a planning issue if you live in a
conservation area, a national park, the norfolk broads or a listed
building - there may be other categories as well.

Possible I suppose.

Thinking about it this is the sort of reason that a
proud neighbour is likely to complain about being
broken.
