Default Central Heating problem

I have an old Wickes 40 balanced flu boiler in a 60's semi
rads are connected via microbore
New Pump, Cylinder, valve and C27 controller

The problem is (CH on only not HW) the boiler can be heard
boiling then cuts, and within a minute starts boiling (kettling?) again
and this just goes on and on. The know on the boiler is turned to MAX
The house sits around 18 degrees not getting anywhere close to the
stat on the wall, and the cupboard where the boiler and cylinder sit is
roasting hot

Any ideas? could the pump/valvue be wired incorrectly or something?
Fingers crossed its not new boiler time?

You need to start by measuring the flow and return temperatures of the
pipes at the boiler.
