Default FAQ: new Power Tools section

John Rumm's Power Tools section is now integrated in the DIY FAQ at
http://www.diyfaq.org.uk/contents.ht...er_Tools_Index.

Thanks John for putting in the effort, and to those that helped by
commenting on the drafts.

There are still place-holders in it for Sander, Angle Grinder, Circular
Saw, Planer, Biscuit Jointer, Reciprocating Saw, Mitre Saw, should
anyone feel like writing a section.
