Eh???
Not so much.

Yes at SOME point it will be coming down as fast as it was going up at
SOME point, but it will NEVER be coming down as fast as it left the
barrel, unless you are in a vacuum.

If it left the barrel at terminal velocity, it will never get high
enough to reach terminal velocity on the way down.
