Default The three dial repeater of set 277

The three dial repeater of set 277:

I guess I just don't understand this. The three dials set the number
of bells that identify the location of a fire, 3-10-7 means the
cannery, 5-13-9 is Washington Street and main. Just like an old party
line phone. What does the hand that could be set to 100 do? There
couldn't be 100 bells?
