Being rationed in some areas of the US:
Rice

What do you mean by "rationed"?

Rather limited quantities available, if any, some places.

By whom?

At the very least, some retailers.
"Survivalists" hoarding again or some playing with the markets
for quick large gains?

Around here, the Asian restaurants buy their supplies from Costco. It
wouldn't surprise me if they were hoarding. You can keep rice for quite a
long time.

I asked a friends husband this afternoon about the situation, as he runs
a Chinese takeaway, and he said he heard about the potential problem
about 3 months ago. As a result he bought enough rice to last him till
October he reckons. At about 11 to 12 25kg bags a month that's about
1800kg of rice he has stashed.
