Just not personal income tax.

Tennessee and Texas, though Tennessee does tax interest and dividends.

Tennessee and Mississippi both have state sales taxes of 7% making them
the highest sales tax in the nation.

All the southern states also have property taxes, some are rather steep.

Of course, you get what you can pay for, and those states also lag
behind in education, health, infrastructure, etc.
