Default 200 watt fan enough for 9.6 kW duct heater?

200 watts would be enough, if the blade design is right for the
application. The volume and velocity of air required depends on
several variables:

desired hot surface temperature (coil)
hot surface area
back pressure

My 100,000 BTU/hr (29.3 KW) unit heater has about a 200 watt fan on
it. It also has a lot of heat exchanger area.
