Is there any way to restore a mail
pouch barn that was painted over
with white paint?

Maybe. If the white is water based and the old is oil based, you might be
able to use a water based solvent manually applied. Test on small area
first.
Try consulting a paint restoration specialist.
I've removed enamel overcoats over decals on small engines. Just takes time.
