Default Keeping mineral wool exposed without constant dust?

A few places in my basement ceiling cannot be finished with sheetrock: above the electrical panel, the concrete block wall behind the boiler, etc, due to too many pipes or electrical conduits. Yet I still need to maintain a fire rated ceiling in those locations. The building inspector says use rock wool in those locations.

How can I do this and not have a constant sprinkle of rockwool fibers directly under these places? Just curious what other people have done. (I had a thought to use a spraypaint clear-coat on the rockwool after it's installed, but that's probably not compatible with the whole fire-rated ceiling theory.
Advice appreciated.

Many years ago I was working on a project in New York City that had a lot of firewall penetrations. The general contractor used mineral wool insulation with some sort of fire caulk or paste smeared over it. It came in five gallon buckets. I don't know the name of it, but perhaps your local building supply knows what it is.
