I have a 2 story cape with an unfinished 2nd floor. Should i insulate the
sub floor before i start framing?

Framing what? Are you going to finish the attic? If so, you want to
insulate the ceiling, not the floor unless a portion of it will be
against an uninsulated space.

What is insulated now?

I am giong to start faming the attic into 2 bed rooms. Right now there is
no insulation in the attic besides the sub floor. The insulation in the
sub floor is prob from when the house was built, in the 50's. Ive been
lookin into weather the sub floor needs to be insulated now that im going
to finish it off. Ive heard yes, its better for energy efficiency. Ive
heard no, " they only did that cuz they did not finish the attic when it
was built". If there should be insulation there, then im going to need to
replace all of it.

The basic idea is that you want to place insulation between heated/cooled
living space and unheated/cooled empty attic space . The paper or foil side
goes toward the conditioned space .
Some insulation is also rated to insulate sound , you might want to place
some in the floor for that purpose .
