Default House has 2 main panels?

Older house with an addition circa 1965. Drop comes in, through 1 meter. From the meter one set of wires goes to the old panel which is located in a closet, another set of wires (for the newer addition) in conduit on the outside of the house goes to a main disconnect then to another panel on a porch about 20' away. Is this considered 2 main panels since neither panel feeds off each other?
