Default Plumbing question about water supply

Any kids in the house that might have played with the shutoff valve?
This turned out to be the source of our water heater thermostat
problems...

No, just me; plus I couldn't move the valve to increase the pressure, so
I'm pretty sure kids couldn't manage to turn it. However, my hands are
pretty weak, so I can't be too sure.

What puzzles me, is it happened so suddenly... no reduction over a
period of time, it just happened all at once.
