I'm guessing I would need the height to be like 8 inches greater than
my window size, so I can mount the rod above the frame and still have a
little hanging lower than the frame - so around 52 / 53 inches tall.
Does this sound correct?

Then when it comes to width I'm not really sure. It seems like most
places online like JC Penney sell drapes "by the panel" meaning I
would need to buy 2 panels for one window, correct? and my window is
63 inches wide so how wide should the panels be that I purchase?

Length and width are really a personal preference so long as the window
is covered.

I like our window treatments to hang pretty much down to the floor
others like them to hang down to the sill.
For width, I like the panels to more than cover the window so they
still have a pleated, shirred look. So for a 60" wide window I would
get two panels that are at least 40" wide each.

JcPenney has a large selection of window treatments and they do have
sales associates that will help you find what your looking for.

Pretty much every town has a custom window covering company that will come
to your house, take measurements, explain the options, and provide whatever
you need. Sure, it'll cost more than Penney's, but if you are worried about
the look, and don't feel comfortable figuring it out yourself, it may be
worth it to you.

Many places, I believe that includes Penny's will custom make them for
you. Ask the sales person in the department. They can lead you through the
process of measuring and selecting the size for the look you want.

Curtains are usually a flat piece of fabric with a hem you slide a rod
through (rod pocket). Drapes are usually pleated and hung on hooks that
hook onto rings or the little plastic thingy on traverse rods.

For a window 63" wide (assuming that is width of the opening, not incl.
frame), you need drapes wide enough to cover the opening plus however
far you mount the rods (extension) and the space (return) out from wall
to rod. So......if you mount the rods about 4" outside frame of window,
and the rod projects about 4", you need drapes about 84" wide (pair).
Overlap about 3" at center. DRAPES are usually hung so that they go
almost to the floor, so if you hang the rod 74" from floor, have 1"
clearanace of floor or carpet, 72" length should about do it. Rods
differ a tad in how much the ring adds to length, but the sales person
should be able to tell you (instructions do, too). You might not want
to hang the rod until you selct the drapes so you can put them on the
rings and see precisely how long they will be.

JCP and most other sells have a "how to measure" page, as well as the
size of window each will fit.

If you don't yet know what you want, spend a day visiting
the Open Houses (homes for sale) in your local area and
look at what different people have done. When you see
something you like, take some notes and maybe a pic or
two if you have a digital camera or camera-phone.

Then visit a few stores and ask for their help in
replicating the design/effect.

The custom design folks will likely do a great job for
you but it will cost you big time. Females of the species
find it quite easy to blow $40K on such services!

If you're on a limited budget, stick to the factory made
sizes if you possibly can.

First of all, are you a man or woman? No drapery shop in your area? Or
at least Sears home furninshing department? Go there. talk to the folks
there and look around. 2 panel set up alright but there are many shapes
and forms even at that. You can even design your own.

63 long panels sold everywhere will be the correct length if you mount on
the wall above the window casing . The proper stopping point at the bottom
is top of sill or 1-3 " past the apron.

For pleated draperies the standard rule is that the total pleated width of
the 2 pleated panels should equal the window width plus 12" for the overlap
and return if you are using a traverse rod. Return refers to the portion of
the drapery that folds back to the wall on each side. Overlap is where the
two panels overlap in the middle when closed.

It sounds like you want to use a pole and rings so you really only have to
have the window width if you don't need returns. So you minimum would be two
panels that add up to at least 63" wide.

If you want just plain rod pocket curtains on a simple metal rod you need an
absolute minimum of 1.5 times fullness, 2-2.5 times is normal. That would
be 2 panels that total 63*1.5 up to 63*2.5. You may not be able to find
ready made panels that are more than 1 width wide.

Pennys is good. Target and Linens and Things also have a decent line of
ready made stuff.
