What building dept. do you contact when you have had work done
improperly?

I had vinyl siding installed. They said if I furnish the lights they
would install the new ones when they did the siding.

They removed the old fixtures and cut a small hole in the siding to
pull out the black and white wire. They wired the new fixtures and
screwed the fixtures to the siding with one sheet rock screw.

If the siding job is done properly , I would contact the installer ,
explain the problem , and see if he can rectify it in a reasonable time
period.

What do you think needs to be done to correct the problem ?

If you want to put their hind-ends in a tight vise, you could contact your
local electrical inspector and have him/her take a look. Some localities
are strict about code violations.

Obviously not the correct installation. It's not clear what was there
before and what exactly you are complaining about. Were there existing
light fixtures mounted on existing junction boxes, or are the lights a
new installation? If lights were already there and there are existing
junction boxes, are you complaining about the wiring job, the fixture
attachment or both? If the wiring was existing is it BX (the metal
clad armored cable that uses the metal cladding as the ground), or
Romex (vinyl covered cable that is the common one you see to day, and
that has a separate bare copper ground wire) and they didn't connect
the ground to the fixture correclty?

If the lights are new, even if you asked the siding guys nicely,
they're not supposed to be doing wiring in most areas unless they're
licensed.

You need to provide more information, instead of just asking where to
lodge a complaint.

First step is to contact the contractor and ask that it be done properly.
Before you open up a can of worms, be sure you have the proper electrical
boxes int he first place. If the original builder did a crappy job, this
guy may have just been doing the best he could under the circumstances and
it will be you liable to bring it up to code with proper electrical
fittings.

You paid the guy to do siding and he did. If you did not pay him to do
electrical work, you don't have much to bitch about because it was done
wrong. If he offered to some dental work while he had the tool box out,
would you trust him? He is not an electrician, he does siding.
