From the concrete. The concrete curing only requires a portion of the

amount of water that's added to the mix. The rest evaporates if it's
outside - if it's inside, it condenses on surfaces like walls and
ceilings.

You'll always have some moisture in the atmosphere. Local peaks can
occur from diffusion up through concrete- concrete is quite permeable.
Was a moisture barrier put in place under the concrete?

I'm assuming your concrete was just poured and is curing? One of the
byproducts of curing concrete, both due to evaporation and the chemical
process itself, is water usually in the form of vapor. This then condenses
on any colder surfaces (windows, walls, etc...). So assuming your concrete
is in a curing state, this should be normal. If this is concrete that has
been down for a while, you may have other issues.
Cheers,
cc

May can try sealing it once completely cured and dry, may have to remove
the moisture from the room with a de-humidifier to allow to dry out.
