Default What's This Stuff Growing on My Deck Cover?

Fungus, sometimes called dryrot.
Short of replacement, there is little to be done, if it is already soft, and
can be penetrated by a screwdriver. Should have used a more rot resistant
wood than, or pressure treated softwood.
