Default insulation - ceiling

i have a problem with a hydroinsulation.
the apartament in question is on the last floor, flat roof.
i doesnt take more than 10 minutes for water to start dripping in from
the ceiling, after rain starts.
the roof was allegedly fixed, tar and everything, but nothing has
changed.
since the proper insulation from the outside would require some heavy
investments,
my question is:
is there any kind of primer, or other coating, which can be applied
from the inside, to prevent leaking? ceiling is concrete, with plaster
(or somethn similar) coating. i heard of some product named watertite,
but cant seem to find the right one on their site. any suggestions ?
second:
as i would like to apply some thin syrofoam as termoinsulation, what
kind of glue can i use to act as hydroinsulation, too?

Since you say the roof was allegedly fixed and you don't say you called
the company back to fix it right, I'll assume you are a tenant and not
the owner.
First, take lots of pictures. Second, write a certified letter to the
apartment company according to what it says in your lease. Stick to
the facts (water comes in AND DAMAGES ITEMS whenever it rains). If
they don't fix it within a reasonable amount of time, depending on your
state, you likely can hire someone yourself to fix it, and then you can
charge the apartment company for the work. If the apartment company
doesn't pay you back within a reasonable amount of time (usually
considered 10 days), you can withhold rent payments until the money
evens out. Consult your local or state housing authority for legal
details.

A "Housing Authority" (in the U.S.) is typically a government agency
or non-profit that owns and rents out its own apartments. They do not
have anything to do with giving legal advice to other people's
tenants.

thanks, but i'm looking here more for some technical solution, since
legal/administrative are not really applicable...
so, somebody knows a good water-resistant primer, or someting?
anything? anyone?

That's really a pipe dream. That by applying some kind of paint on
the inside of a ceiling, you could in any way solve the problems
resulting from a roof leak that is putting water on the top of the
ceiling.

Fix the leak.
