Zoning Laws For Cottage Rentals

I'm looking into renting out small cottages to vacationers in a tourist
area. Can I only build something like this in commercial areas or are
residential areas ok for this as well? I have thought about locations in
Oregon, Washington, or Utah. If anyone knows anything about this, any
information would be appreciated.
