Have you had the house the whole time, or is it new to you. Do you know
whether the vent has *ever* worked? I've seen a few cases where home
buyers found out that a vent was never properly installed years before,
and the previous owners just lived with it.

Otherwise, something is probably plugging the duct -- a misadjusted
damper? An accumulation of debris? Is it flooded?

One other thought, does the vent blow when the room's door is open?
Sometimes people manage to block the return air flow with tight doors or
added partition walls.

Many times, ductwork runs have anternal dampers installed, so you can
balance the airflow throughout the house. Find the duct run for that room
and look for a metal lever sticking out of the bottom of the (usually
round) supply duct. The damper is open when the lever is aligned with the
duct, close when it's at 90 degrees.

If that doesn't do it, take the register off and make sure the mechanism
works properle. Sometimes the mechanism breaks and the register is closed
even though it looks open.

Finally, check to make sure nothing has blocked the duct at the register.
My kids are notorious for losing toys down them!

This is Turtle.

You have your tackle box and fishing rods on top of the flex duct going to that
room. Go fishing more and the room will cool better.

Sound like your cutting the air off in some way or the duct is not big enough.
Inspect ductwork and air flow to that room.

I have seen a squirrel nest in a duct of a house and just cut the flow off to
that room.
