Default Return Air Venting definition

I have a question about the industry standard definition of return air
venting? What exactly does that entail? I ask this because my
builder used the term "return air venting in all bedrooms" in their
contract AND in their marketing. After the home was built and we had
moved in we noticed our "return air venting" in every bedroom was
simply a hole in the ceiling of each bedroom covered by a grille with
a matching hole in the ceiling right outside the room covered by a
grille. It is not connected to the air system at all, as we were
expecting. I was wondering if they could claim this was "return air
venting" since it did not return to the air system at all.

Sounds like a scam to me.

Of course, the "air return" in the top floor of my house is a grill
covered hole that doesn't go anywhere. It's high enough on the wall
that nobody ever noticed that it doesn't pull any air. I tried to use
it to run a network cable and found out it was a dead end.
