It's two bedrooms on the second floor of a cape in CT. I have no idea
what it would cost so I'm just looking for a round figure - 5k? 10k?

Depends on a lot of things, I'm guessin. Size of the bedrooms for
one, accessibility of a wall(s) to run supply and return ductwork,
possibly the need to replace the current furnace/ac with a bigger unit
to cover the additional space.

If there's space to stuff a furnace upstairs, though, things could be
simpler, and you do a 2nd zone up there with a completely separate
unit and ductwork and you'd just have to get powre and gas to it, and
vent it which would require less wall volume to retrofit ductwork
though, but then you have an entirely new unit to put in and maintain
in the 2nd level.

Me, I'd wild ass guess it as somtehing that would be a $15k worst
case, maybe less depending.

If you talk to your realtor or real estate attorney, perhaps you could
write an offer contingent on an HVAC guy getting out there to write
you an estimate on making that happen, and that estimate being X
dollars.
