When I was looking at houses, the number I was give was six inches or so,
with a foot being better. Can't say if that is the official rule. I passed
on a couple houses that had the siding in the dirt due to bad landscaping or
a new raised-bed finger system. (and they DID have evidence of interior
leakage.) Drove back by later, and the foundations were dug out, with a
railroad-tie retaining wall holding the dirt back. Looked like they were
still ponding magnets.
