I have two rotted tree stumps on my property which are currently ant and

Probably. Ask the stump grinding company. You may want to apply a mega
dose of insecticide ahead of time to avoid flinging live bugs all over
creation. If a structure is nearby, you may also want to put up a tarp
for a screen to catch the bugs flying toward it.
