Do a google search for flyback+tesla coil and you'll get loads of hits for a
very popular, very simple one or two transistor high voltage generator.

With 12V input, you can get around 8KV output.
Add a diode to the outpu and you get 8KV DC.
Reduce input voltage accordingly to get 4KV.
There is also a cct diagram for a 4000volt DC supply in one of Robert
Ianinni's books (He of Information Unlimited fame.)

You can also use the inverters from an old disposable photoflash unit
in combination with a cockcroft-walton multiplier. I have some

If you need help gutting and modifying the inverter, just send me and
e-mail.

The unit i designed and built was for around 9 kV, but you can
scale it down if you want.. The voltage from a CW-multiplier is close
to (Source voltage) * 2 * (Number of stages). The voltage on each
capacitor should be rated at least 2 * Source Voltage: peak to peak,
not RMS.
