Default Scott stereo receiver

Scott receiver model 385R, does anyone have any info on Q4 in this set?
Marking is: 212, under that DIH. The set works, but the digital
frequency doesn't change. Stays at same numbers as tuning through the
dial. Don't have schematic, but the above transistor seems to be some
kind of amp between the oscillator and display. Any help appreciated.
