Default HH Scott 222C Restoration Advice/Info Needed

Hey guys, I recently bought a Scott 222C Amplifier that is in superb
physical and cosmetic condition.

BUT, it is blowing fuses.

I powered it up using a variac, and light bulb, and the light bulb
glowed ever so brightly...

I tested the transformer with a vom, and indeed it is shorted.

(The transformer is marked TR12-3-1)

Some of you veteran tube gurus may have restored one of these, and
maybe can give me some pointers on what to look for ???
