Default Viewsonic 21" P815 totally out of focus?

I have opened it up, looked for bad caps/cold joint but nothing really out
of tolerance.

has anyone seen this problem before?

I have seen this from a defective HV multiplier, and or defective CRT.

Have you measured the HV and focus voltages? Flyback failure is fairly
common on this model.
