Default Help: ACER 19" monitor model 7299SL arking in the CRT socket

I have this 19" monitor with this problem;
There is arking in the CRT socket ?
I have removed it from the tube and it still arks?
I have looked for shorted capacitors but I don't see any?

any help appreciated, maybe you have fixed a couple with this problem?
