Got this dog: JVC NV-55D500, tries to power up but it's not that simple.

Push power button makes same sequence. Checked for error codes, there's none. There is no waveforms through the flyback and horizontal coils bec of no 130V because relay didn't close. Need that power to stay up to successfully power up process to carry through.. Tried audio's power unplugged. No change. No sign of burnt components, no shorts either. Seen like this?
