Default Philips Tv

I have a problem with Philips Tv chassis D16.
Voltage +141 is about 60 V and all other voltages are low.
I tried to disconnect BU508 transistor and the situation is same.
All parts seem OK .Elkos also.
Any ideas?
Thanks
Goran
