Default SONY DVP-NS300 POWER SUPPLY

Has anybody have any tips on the
Power supply for the Sony DVP-ns300
or similar chassis?
My problem is the the power seems to be fluctuating
as the player is trying to read discs.
specifically as its trying to chapter search.
I know its not the laser because ive tried about
3 different lasers and all have the exact same result.
But also the LCD display will dim in sync with the
sound that the laser makes when its trying to search.

the one voltage i have noticed jumping around with this as well is a 16 volt
line.
or as close to that as possible.
I don't have schematic.

Check the filtering capacitors in the power supply for high ESR, lower than
rated capacity, or physical signs of failure. - Reinhart
