Default Toshiba MD9DP1 Startup Fault

Toshiba 9" A/C D/C TV/DVD. When powered up, there is HV arcing in the
tube neck, and HV arcing from the tube coating to the degauss coils. TV
does not start, but shuts down immediatly. If I unplug the harness to
the neck board, the set powers up, DVD tray operates, but of course, no
crt operation. Opinions?

Opps- I meant unplug the harness to the yoke.
