Sounds to me like the Governor and the Mayor are caught in the classic
Prisoners dilemma, but both have decided to spill the beans in hopes of
getting a lighter sentence.

Plan is right.
It appears the administration's has finally demonstrated some
situational awareness. He's going to hide behind this ladies's skirt.

Who does that remind you of?



The man can't win. He offered federal help early on, but did not (could
not) override the chain of command which was
Mayor --- state governor--- federal
If he had ordered federal agencies in early, deployed troops, both
Nagin and Ms. Governor would have screamed foul and accused Bush of
heavy-handed trampling of state authority. So he makes the offer in a
timely fashion, and the indecisive state and local decision-makers do
not make the call. Shame on 'em.

And all this because Nagin ordered mandatory evacuation, but failed to
provide transportation for those that depended on public transport, and
had no vehicle, even though the city had dozens of buses available.

What's the old line about "Your poor preparation does not constitute an
emergency on my part" ?
